Information about the library and it's services in English
All welcome
Everybody is welcome to use Hjørring Libraries, but in order to lend materials, you need to be a registered user at the library.
As a registrered user you have access to all branches of Hjørring Libraries.
Create library user
Adults
In order to register as a user, you must be 18 years of age or older.
You must also have read and accepted our regulations and rates and be informed about how we process your personal data in our privacy policy.
Children and young people under the age of 18
Children and young people under 18 can be created in three ways:
- Create via MitID
Creation digitally with MitID login of children and young people under 18 from parents/guardians.
Create user via MitIDPrint and fill in parent permission
Printing and filling in the form "Tilladelse til lånerkort" (the form is in danish).
The filled in form should be turned in to the library along with ID.

Personal attendance
Children and young people under 18 can be registered as users, by personal attendance together with parents/guardian. Remember ID.

Persons with permanent residence outside Denmark and persons without a yellow health card can be issued a library card on presentation of valid identification (ie. passport, White Card or similar).
The loan card is personal
Those registered for the Danish Civil Registration System (CPR) use their health card as a library card.
Take care of your library card - You are responsible for the materials borrowed on your card.
Rules and regulations
Library Card
Your health insurance card (sundhedskort) serves as your library card.
It can be used once you have registered as a library user and received a PIN code.

Children under the age of 18 must have written consent from a parent or guardian to be registered as library users.

Alternatively, registration can be completed by filling in a registration form available at the libraries or on the website.
Children may be issued with a special library card if their parents do not wish them to use their own health insurance card.
If a library card is lost, the library must be notified so that the card can be blocked.
A replacement library card can be purchased for DKK 10.
You are personally responsible for any materials borrowed using your library card.
To receive notifications from the Library, please ensure that your telephone number and email address are kept up to date in your profile on the library website or by contacting the library.
Institutional library cards are issued to childminders and institutions.
Borrowing and Returning Materials
The due date for borrowed materials is shown on your loan receipt, in your borrower account on the library website, and in the Biblioteket app.
As a service, the Library sends reminders and recall notices by email, via the app, or by SMS.
Receipts are important documentation.
Please remember to keep your borrowing and return receipts.
If you return or renew library materials after the due date, you must pay a fee according to the current schedule of charges, even if the Library has not yet sent a recall notice. Fees are calculated based on the return date and are not dependent on the number of items borrowed.
Outstanding fees in accordance with the current schedule of charges and/or replacement costs may, under the "Danish Library Services Act", result in suspension of borrowing privileges.
Payments can be made through Hjørring Municipality’s payment service: Betal din kommune
Damaged or lost materials must be replaced at a cost determined by the Library.
Please note that replacement charges for items such as DVDs and PlayStation games may be high due to special licensing costs.
The Library accepts no responsibility for any damage to a borrower’s hardware or software arising from the use of borrowed materials.
The Library may impose limits on the number of items that may be borrowed.
Rules of Conduct
It is not permitted to use the Library’s internet access for searches, emails, or chats containing racist or pornographic content. Use of the Library’s internet services must also comply with Danish law.
Users who fail to show consideration for other library users, do not maintain appropriate standards of behaviour, or do not follow staff instructions may be suspended from using the Library.
Suspension from the Library
The following suspensions apply only if the offence takes place in the library:
Minor Misconduct
Noisy or disruptive behaviour that causes inconvenience to other customers or users:
- Removal from the library for the remainder of the day or week.
- Repeated incidents may result in suspension for up to one month.
Smoking
A 14-day suspension will be imposed for smoking or using e-cigarettes.
Theft
A one-month suspension from the centre will be imposed for theft from a shop or the library.
The suspension applies permanently to the specific shop from which theft occurred; however, if the theft takes place in the library, the suspension from the library will be limited to one month.
Suspension Regardless of Location within Metropol
For the following offences, suspension also applies to the library regardless of whether the incident occurred in the library or elsewhere in the centre:
Vandalism
A three-month suspension will be imposed for vandalism.
Violence
A three-month suspension will be imposed for incidents involving violence.
Serious Violence
A six-month suspension will be imposed for serious acts of violence.
In cases of serious violence against staff, the individual may be permanently excluded.
Drugs (Narcotics)
The sale and/or use of illegal drugs will result in a six-month suspension.

Charges, Fees and Compensation
Here you can find information about charges, overdue fees and replacement costs.
You must pay an overdue fee at the applicable rate if you return borrowed items late. The fees are set by the Municipal Council of Hjørring Municipality.
You can check whether you owe any fees or replacement charges by logging into your user account on the website.
Any reminder fees are not shown on the website. Information about these can be obtained by contacting the Hjørring Municipality Payment Office on +45 72 33 33 33.
You are responsible for keeping track of your loans and ensuring that borrowed items are returned on time. You can view your current loans under Loans, where you also have the option to renew items. You may also check your borrower status at the self-service machines in the library.
Overdue fees accrue from the day after the due date shown on your receipt and in your borrower account.
Overdue Fee Rates
Children under 18
- 1 to 7 days overdue: DKK 10
- 8 to 20 days overdue: DKK 20
- 21 to 35 days overdue: DKK 50
- More than 36 days overdue: DKK 100
Adults (18 years and over)
- 1 to 7 days overdue: DKK 20
- 8 to 20 days overdue: DKK 40
- 21 to 35 days overdue: DKK 100
- More than 36 days overdue: DKK 160
If you fail to return items on time, you must pay an overdue fee and, after 35 days, replacement charges may also apply. If the material is returned in good condition within 35 days after the due date, you will only be required to pay the overdue fees.
Your return receipt is proof that you have returned the borrowed items. When returning materials, please ensure that all items have been correctly registered and appear on your receipt.
When the Due Date Is Exceeded
- If several items are borrowed at the same time and returned or renewed together, only one fee will be charged.
- If several items are borrowed at the same time but returned or renewed separately, one fee will be charged for each return transaction.
- You will be suspended from borrowing and reserving materials if you owe DKK 200 or more.
Replacement Charges
If you damage, lose or fail to return library materials, you must compensate the Library for them.
As the last registered borrower, you are liable for replacement costs unless you reported any existing damage before borrowing the item.
If borrowed material has not been returned within 35 days of the due date, it will be considered lost, and a replacement invoice will be sent to your Digital Post account.
Lost or damaged materials must be paid for at the Library's purchase price, including VAT. In addition to the replacement cost, you may also be charged for expenses such as binding and licence fees.
For DVDs, videos and multimedia items such as CD-ROMs and console games, the replacement cost is often significantly higher than the normal retail price. This is because the Library's purchase price includes payments to rights holders for permission to lend the material.
Reminders and Recall Notices by SMS, Email or the Biblioteket App
If you have provided an email address and/or mobile number, you will receive a reminder three days before the due date.
You can add your mobile number and/or email address to your user profile when logged in. You can also receive notifications as push messages through the Biblioteket app.
Keep Track of Due Dates
Your loan receipt and borrower account show the date by which borrowed materials must be returned. This is the last day on which the material can be returned without incurring overdue fees.
Please note that it may take up to 72 hours before a payment is reflected on the website and in the Biblioteket app. As a result, fees or replacement charges may still appear on your account immediately after payment.

How to Pay
Invoices must be paid via "Betal din kommune – Hjørring Municipality", through online banking using MitID, or at your bank.

Hjørring Libraries process personal data relating to you as a library user.
Under the General Data Protection Regulation (GDPR), Hjørring Libraries are required to provide information about how we process your personal data.
For the purposes of lending materials and providing library services within the framework of the Danish Library Services Act (Biblioteksloven), Hjørring Libraries, as the data controller, process personal data about you as a library user.
Personal data are processed in connection with a range of services, including self-service solutions, the website hjbib.dk, Open Libraries (library access outside staffed opening hours), and the library app Biblioteket.
The legal basis for our processing of personal data is:
- Article 6(1)(c) GDPR: processing necessary for compliance with a legal obligation to which the data controller is subject.
- Article 6(1)(e) GDPR: processing necessary for the performance of a task carried out in the public interest.
Your Personal Data
We process personal data in the following categories:

- Library card number
- Name
Contact Information
- Name
- Name of parent or guardian (where applicable)
- Address
- Postcode
- Town/City
- Country
- Telephone number
- Email address
Loan Administration
- Home branch library
- Holiday period settings
- Interest period settings
- Pick-up branch
- Borrowed, reserved and returned materials
- Your personal lists, including reading and wish lists
- Outstanding balances with the Library and payments made
- Debts referred for collection
- Emails, SMS messages and push notifications sent to you
- Any borrowing restrictions or suspensions
We process this information in order to:
- Administer your loans
- Provide access to the Library's digital resources
- Send information about returns and reservations
- Enable access to library facilities outside staffed opening hours
When you use the Hjørring Libraries website (hjbib.dk), we also collect information about your IP address, as well as the pages and features you access. This information is anonymised and used for statistical purposes.
Registration and Use of the Library
We obtain your name and address details from the Danish Civil Registration System (CPR) using your CPR number.
If you have name and address protection registered in the CPR system, this protection will be respected within the Library's systems.
Registration as a user of Hjørring Libraries and use of the Library's services is entirely voluntary, including:
- Using Open Libraries outside staffed opening hours
- Using the website hjbib.dk
- Borrowing materials
- Accessing digital library resources
Providing your telephone number and email address is also voluntary.
However, if you choose not to provide either an email address or a telephone number, the Library will be unable to contact you regarding:
- Return reminders
- Collection of reserved materials
- Cancelled reservations
Invoices and account statements will still be sent to your Digital Post mailbox.
It is also voluntary to create personal lists through hjbib.dk, such as:
- Wish lists
- Books I have read
- Authors I follow
- Searches I follow
You may also choose whether to make your lists public or share them with other users.
The Library aims to provide personalised recommendations when you log into hjbib.dk. If you do not create personal lists, any recommendations provided will be general recommendations rather than personalised suggestions.
Disclosure of Personal Data
We disclose personal data to other public authorities when we are authorised or legally obliged to do so.
For example, information may be disclosed in connection with the collection of overdue fees or replacement charges.
We also share personal data with data processors acting on our behalf.
When ordering digital articles, we transfer your personal information to the Royal Danish Library (Det Kgl. Bibliotek).
Retention and Deletion of Data
Information we hold about you is automatically deleted if:
- You have no outstanding balances with the Library; and
- You have not been active for three years.
Certain categories of personal data are automatically deleted after 30 days, including:
- Information about returned materials
- Paid overdue fees
- Contents of messages sent to you
- Records of visits to libraries outside staffed opening hours
Information relating to paid replacement charges is deleted after one year.
Records relating to payments and outstanding balances are retained for five years after the end of the financial year in which the payment was made, in accordance with Danish bookkeeping legislation.
Your Rights
Under the GDPR, you have several rights regarding our processing of your personal data.

Right of Access
You have the right to access the personal data we process about you, together with certain additional information.
Right to Rectification
You have the right to have inaccurate personal data corrected.
You also have the right to have incomplete information supplemented where necessary to ensure that your personal data are accurate and up to date.
Right to Erasure
In certain circumstances, you have the right to have your personal data deleted before our normal retention period expires.
Right to Restrict Processing
In certain circumstances, you have the right to request restriction of the processing of your personal data.
If processing is restricted, we may only process the data, apart from storage, with your consent, for legal claims, or to protect important public interests or the rights of others.
Right to Object
In certain circumstances, you have the right to object to our otherwise lawful processing of your personal data.

Complaints to the Danish Data Protection Agency
You have the right to lodge a complaint with the Danish Data Protection Agency if you are dissatisfied with the way we process your personal data.
